School Transport Guidelines

REVISED SCHOOL TRANSPORT

GUIDELINES

As per the Guidelines provided by the CBSE & The Road and Transport Authority (RTA) , LSeS has summarized the benefits of these laws as providing comfort, security and safety for students and parents alike. These benefits include reaching schools on time, reducing pollution emission resulting from vehicle exhausts and reducing traffic jams.

  • On the directions of the Supreme Court of India for the School Bus:

  • SCHOOL BUS

  • Exterior of the School Bus:

  • “School Bus” must be written on the back and front of the Bus.

  • If it is a hired bus, “On School Duty” should be clearly indicated.

  • All school buses are mandated to have an external colour of Golden Yellow.

  • For Identification, a band of 150mm wide of ‘Golden Brown ‘colour might be provided on all sides of the bus below the window level. The school name, address and telephone no must be written clearly.

  • Details of the Driver,( name , address, licence number, badge number)and telephone of the school or bus owner, State Transport department helpline no, Registration no of the vehicle shall be displayed at prominent places inside and outside the bus in contrast color. This should be clearly visible to all passengers in the bus, public, so that in case of necessity the school authority, police or other authorities can be informed.

  • Interior of the School Bus:

  • The windows of the bus should be fitted with horizontal grills and mesh wires/ five horizontal bar grill.

  • The door of the bus should be fitted with reliable locks that can be locked.

  • Emergency exits are mandatory on all school buses. Children should be trained to operate these doors. “EMERGENCY EXIT” must be written inside and outside the bus.

  • A tamper-proof speed governor should be provided to ensure the driver doesn’t cross the speed limit of 40 km/ph

  • There must be two Fire Extinguisher of ABC type of 5 kg capacity having ISI mark. in the Bus. One near the driver cabin and the other near the emergency exit. Avoid contact with the Children.

  • Training to be imparted to the driver, lady attendant to operate the fire extinguisher.

  • The seats of the students should be of non combustible material for safety of children.

  • The windows of the bus should not be fitted with glass having film or curtains.

  • There should be sufficient white light inside the bus.

  • Activities inside the school bus should be visible from outside when the bus is plying on the road.

  • School bus should be fitted with Alarm bell or Siren so that incase of emergency everyone can be alerted.

  • School bus must have a First-Aid-Box and Drinking water.( not to be given to students to drink, only to be used in emergency)

  • GPS and CCTV have been made compulsory in school buses.

  • The footage of the CCTV must be kept for 60 days and must be handed over to the police in case of any investigation purpose. They must be kept in working conditions at all times

  • To keep School Bags safely, there should be a space-fitted under the seats. If the space fitted is above the seat , care should be taken by the lady attendant while children keep the school bags.

  • If the age of school children is below 12 years, then the number of children carried shall not exceed 1½ times the permitted seating capacity. Children above 12 years shall be treated as one person.

  • Overcrowding of School bus will be prohibited.

  • Man power in the school bus:

  • The transport vendor will designate a Transport Manager / Supervisor who will be entrusted with the safety of the students travelling in the school bus. The contact details of the transport vendor/ supervisor will be displayed inside and outside the school bus.

  • The driver of the school bus must have a valid driving license and have a minimum 5 years of experience of driving heavy vehicle.

  • The driver of the school bus will compulsorily wear an uniform as prescribed by RTO. His name ID and name of owner of the bus to be displayed on the shirt.

  • The bus driver must carry a complete list of the children being ferried in the school bus , indicating the name, class, residential address, blood group and the points of stoppage, route plan, etc. Along with relevant documents of the bus.

  • In addition school buses may have a conductor having a valid license , uniform and name ID and having relevant qualification as per the Motor vehicle rule.

  • A trained lady attendant in uniform and name ID must be available in each school bus who ensures the safety of the students, attendance of students and helps students to board and deboard the school bus.

  • Driver/ lady attendant of a particular route must have any one parent’s mobile number of the child using the transport.

  • In case of any delay / breakdown / change in the driver or attendant an SMS Alert must be given to the parents using the transport.

  • No child will be dropped en-route, It is expected of all drivers to pick and drop any child only on the pick up and drop point.

  • Voluntary involvement of parents is permissible in a limited capacity in overseeing the safety of the van.

  • Entering school bus is restricted to authorized people only i.e. the school bus Driver, lady attendant, bus manager/ supervisor , authorized school teacher . Any other person should not be allowed to enter the school bus.

  • In case, an authorized does not come to pick the child from the halting point, the child shall be taken back to the school and the parent will be called to pick up the child.

  • SCHOOL VAN

  • Exterior of the School Van :

  • “ School Van ” must be written on the back and front of the Van.

  • If it is a hired van, “On School Duty” should be clearly indicated.

  • School Van should be fit with speed governors with maximum speed limit of 40 kph.

  • The body of school van shall be highway yellow colour with a horizontal strip in green colour of 150 mm width in the middle all around the vehicle and the words ‘SCHOOL VAN’ must be prominently displayed on all four sides of the vehicle. The school name, address and telephone no must be written clearly.

  • To keep School Bags safely, there should be a space-fitted under the seats.

  • GPS and CCTV have been made compulsory in school van.

  • The van driver must carry a complete list of the children being ferried in the school van, indicating the name, class, residential address, blood group and the points of stoppage, route plan, etc. along with relevant documents of the van.

  • A trained lady attendant in uniform and name ID, must be available in each school van who ensures the safety of the students, attendance of students and helps students to board and de board the school van.

  • Entering school van is restricted to authorized people only i.e. the school bus Driver, lady attendant, bus manager, authorized school teacher . Any other person should not be allowed to enter the school van.

  • Details of the Driver,( name , address, license number, badge number)and telephone of the school or van owner, State Transport department helpline no, Registration no of the vehicle shall be displayed at a prominent place inside and outside the van in contrast color. This should be clearly visible to all passengers in the van, public, so that in case of necessity the school authority, police or other authorities can be informed.

  • In case of absence of regular driver/ attendant and assigning a substitute driver/ conductor/ lady attendant, a temporary Id card must be issued and an SMS Alert must be sent to the parents of the respective Bus Route as well as to the school authorities immediately.

  • Incase of change of vehicle due to any unforeseen circumstances, the transport vendor will send an SMS Alert with the vehicle no, to the Parents of the bus route and the school authority( front desk). The changed Vehicle must carry “ON SCHOOL DUTY” display board.

  • All relevant information as given in the guidelines regarding student data must be available with the transport vendor, school bus / van driver / lady attendant.

  • The duty of the Driver/ Lady Attendant is to ensure safety inside the bus, take regular attendance during the pick up / drop time, control the behavior of the students travelling, report any issues to the school authority immediately.

  • All Manpower must follow the school protocol and inform the school authority of any transport issue and ensure polite language and sustained behavior towards students and parents.

  • All student bus users must be issued a bus/ van ID card. Any student not wearing the Id card must be brought to the notice of the school authority in charge .Attempts to ensure all students wear their ID card must be enforced.

  • In case of loss / breakage of Bus ID card the transport vendor can issue a duplicate Id card on a payment of Rs 50/-.

  • No child must be handed over to parents without the Escort card. Children must be handed over to the authorized person only. Strict action will be taken against the vendor for handing over to any unauthorized person.

  • Driver/ lady attendant of a particular route must have any one parent’s mobile number of the child using the transport.

  • In case of any delay / breakdown / change in the driver or attendant an SMS Alert must be given to the parents using the transport.

  • In case an authorized person does not come to pick the child from the halting point, the child shall be taken back to the school and their parents should be called.

  • RESPONSIBILITY OF TRANSPORT VENDOR

  • An MOU must be signed with the school for providing services for current academic year only.( one academic year April-March)

  • The MOU and the services of the transport will be reviewed at the end of the current academic year to avoid inconvenience to the parents.

  • All the guidelines provided above by CBSE need to be strictly followed and adhered. Any delay in the execution of the CBSE guidelines will invite cancellation of the MOU and discontinuation of the transport services.

  • The transport fees will be decided in consultation with the Transport Management Committee (TMC) comprising of school authority, PTA representatives and school transport vendors for the next academic session in the month of February/ March.

  • Any deviation towards the fee collection procedures will invite a review of the transport services.

  • All documents of the school buses/ vans must be cleared by the RTO and relevant certificate must be submitted to the school authorities and TMC.

  • It is the responsibility of the transport vendor to submit the police verification and all other relevant documents in the beginning of the academic session of all the manpower i.e. School bus/ van owner, transport manager/Supervisor, school bus /van drivers, conductors, lady attendant.

  • As per the guidelines given above all manpower must wear a uniform and a name ID.

  • Parents have to drop their child to the school bus or the assembly point at the specified time only. If there is a delay on their part, parents have to drop their child to the school, without holding the driver accountable. This will enable the children to come on time to school / reach home on time.

  • Escort cards are issued to parents, which must be bought while picking up their children. If they cannot come for picking up their children, a phone call /SMS Alert must be send to the school at the school number and the transport vendor / bus drivers / lady attendant respectively, authorizing another person to pick them up.

  • Parents are required to pick up the child from the designated stop. In case the parent/guardian/caretaker is not there to receive the child with the escort card, the driver is instructed to bring back the child to the school.

  • The driver will bring back the child to the school if no authorized person collects the child upon returning home. Thereafter, it is the responsibility of the parents to collect the student from school at the earliest.

  • Incase the child is absent from school and using transport services, it is expected that parents intimate the transport vendor/ driver/attendant that the child will not be using the transport.

  • Incase of early departure of the child from school , it is expected that parents intimate the transport vendor/ driver/attendant that the child will not be using the transport when they come to pick up their child. Routes once set in the beginning of the Academic session will not be changed immediately as per the convenience of the parents.

  • In case of a change in route or destination, please inform the school authorities and the transport vendor in writing to facilitate efficient planning and implementation of the desired change. Please inform the school at the front desk ,in advance because drivers are not authorized or permitted to take these decisions.

  • Children will not be given any sweets, soft drinks, gifts , medicines etc by the Bus manager/ Supervisor, Lady Attendant / Bus Driver or any other Bus Staff , unless permission is given by the school authority.

  • GPS / CCTV must be in a working condition on a daily basis.

  • Quarterly training in terms of DOS’ and DONTS’ for all manpower of the transport must be carried out. A detailed report must be submitted to the school authority.

  • All transport complaints must be attended within 2 days to the satisfaction of the parent.

  • No child will be dropped before 7:30am/8:30am. Strictly follow the school timings. Any change will be intimated through the school authority.

  • Monthly submission of the bus documents, maintenance register, student attendance registers to the school authority must be carried out.

  • RESPONSIBILITY OF PARENTS

  • As per CBSE guidelines Parents are equally responsible for the safety of their children during school journey.

  • Parents must play a vigilant observer on this sensitive subject. In the interest of the students, Parents should be equally committed to the cause by participation.

  • Ensure that the option provided in selecting the transport vendor arranged by school authorities or by themselves is absolutely safe for children. Use a viable safe transport with an extra cost.( if applicable)

  • The list of bus stops and routes is prepared keeping in view the convenience and safety of all the commuters ( students). Therefore, buses will not stop according to individual convenience.

  • No request seeking permission to allow the child to go to friends/relatives houses shall be entertained by using a different bus route.

  • Safety aspects of their children must be discussed in PTA meetings. Viable solutions must be given in the interest of the safety of the children.

  • Parents are requested to maintain decorum, and not use foul language , show unruly behavior, make unauthorized demands towards the bus driver/ attendant and other bus staff.

  • Parents should help in training and educating their children on the importance of traffic safety, Bus Discipline, wear the bus ID, and how to wait and ride the school bus.

  • No parent will take any disciplinary action in his own hands against any other student.

  • The school does not provide transportation facility to parents.

  • Please ensure that you understand the transport rules and encourage your child to follow them to enable the smooth running and safety of the transport system

RULES FOR CHILDREN AVAILING THE BUS FACILITY

  • Children will not be allowed into the bus without their school Id card and their Bus Id card. Therefore ensure you carry both the ID cards. If child does not have a bus ID card make sure you buy a duplicate on payment of Rs 50/-

  • Children should show their Bus ID card when they board the Bus/Van to school and show it again, when they board the bus/van to go home.

  • Please avoid calling drivers / lady attendant directly as the mobile phones given to the lady attendant is for emergencies only and they are not permitted to use them while driving.

  • Parents should notify the school administration of any offence or negligence/violation of rules from the driver/ attendant. Any form of compliancy in duties by any staff of the transport vendor must be brought to the notice of school authority at the front office. Any complaints must be entered in the transport complaint register at the school front office immediately or through an email info@loksevaeschool.ac.in.

  • Parents are requested not to complain to the bus driver, conductor or security guard but report the matter to the school authority (front desk) and also the transport vendor in charge in writing. Verbal complaints will not be addressed.

  • Children of Class V or above will be allowed to enter their homes or compounds without being met by a parent / guardian / caretaker only if a signed authorization letter is given to the school authority and the transport vendor and lady attendant of the bus route. The application form can be taken from the class teacher.

  • Children will be held responsible for any damage caused to the bus by their negligence or vandalism and a fine will be incurred.

  • On receiving a complaint against a child causing indiscipline or being disobedient to the bus staff, his/her bus facility is liable to be withdrawn.

  • Parents should drop their children outside the bus and should not board the school bus.

  • All the children using the school bus or van are expected to be at the stop at least five minutes before the arrival time of the bus.

  • School Bus/Van will not wait for late comers.

  • Children should stay away from the main road until the bus/van arrives.

  • Children should board and exit the bus in an orderly and safe manner.

  • The front door of the bus is the only authorized entrance and exit.

  • Children should ensure they give their attendance to the Maushis when they board and de board the bus/van. If attendance is not taken children must report to their coordinator/ class teacher.

  • All children should occupy the vacant seats immediately after boarding the vehicle.

  • Children should place their school bags and other belonging below their seat /or in the space provided above the seat carefully.

  • Older Children above 12 years are to occupy only one seat in the bus. Children below 12 years can share their seats.

  • Sit with your bottom on the seat, your back against the seat, and your feet on the floor.

  • Children should not lean out of the window and should keep all body parts inside.

  • Children should not leave their seat/stand without permission from the driver/ lady attendant.

  • Children should not get down the bus for canteen or any other work as it causes unnecessary delay and search for the child.

  • No child should come near the entry door of the bus until it comes to a complete halt.

  • The drivers are authorized to stop buses at the designated stops only, unless otherwise directed by the teacher in the bus or school authority.

  • When disembarking from the vehicle, Children should ensure that they carry all their belongings and look out carefully for the road traffic.

  • Children should not get on or off the bus while it is in motion.

  • Children should not use unassigned bus or unassigned bus stop without permission.

  • Children should ensure that during pick up at the bus stop, the Escort -card is presented to the bus attendant by their parents/guardian/caretaker.

  • Older children should look after the younger children. Younger children must listen to their friends and obey Older children regarding the bus rules.

  • Be courteous to the staff on the bus and follow instructions. Children will be respectful and listen to the Maushis in the bus/van.

  • Always obey and respect the bus monitor/ Maushi and the driver.

  • Talk in a quiet voice to the person next to you.

  • No child should disturb or harass any other child, teacher, maushi in the bus/van.

  • Do not disturb others, especially the driver travelling in the school transport.

Inappropriate behavior can cause accidents.

  • Children should not distract or interfere with the bus driver. Inappropriate distractions can cause accidents.

  • Children should not play games within the bus that cause physical harm to other students.

  • Children will not indulge in any form of physical or verbal abuse.

  • Children should treat the bus and other private property with care.

  • No Child will tamper with bus/ vehicle controls or emergency equipment.

  • Any damage caused to the vehicle will be charged to the person responsible or when not owned up divided equally amongst passengers.

  • Do not litter on the bus, damage or destroy property.

  • Objects or eatables of any kind must not be discarded inside or thrown out of the bus/van.

  • Usage of cell phones or any other electronic gadgets is not allowed.

  • .Children should maintain the bus cleanliness , bus discipline, bus property, and notify the school authority or their parents of any offences committed by the driver or any other children.

  • When Children misbehave on the bus, they put themselves and others at risk of serious injury. The school will take repeated offenses very seriously and will assign consequences accordingly. It is imperative that children respect and obey the lady Attendant and the Driver.

  • DISCIPLINARY ACTION:

Level One – First or minor offense, verbal warning by bus attendant.

Level Two – Repetition of the First level offense or more serious offense, written warning by Transportation manager/ supervisor ; Class Teacher notified, Disciplinary Form will be sent home for parent signature or parents will be called; student will loses transportation privileges for one week (5 days).The student misbehavior gets documented in the School Disciplinary Committee register.

Level Three – Repetition of any of the above or offence of more serious nature parents will be called; student placed on Behavior Probation; Student loses bus privileges for the rest of the year, subject to additional discipline as appropriate; Termination from school may also happen.

  • Children are not allowed to take any sweets, soft drinks, gifts from the Bus manager/ Supervisor, Lady Attendant / Bus Driver or any other Bus Staff , unless permission is given by the school authority or their parents.

  • Children are requested to immediately inform their Parents/ Class Teacher / Coordinator in case of any problem, of any Bad Touch while travelling in the bus/ van.

  • No parent will board the bus without the permission of the school.

  • Students to conduct programs on Road Safety / Bus Safety to create public awareness.

PS: 1. An application regarding permission to be granted to go unescorted to home.

  1. The prescribed school application form to allow child to go unescorted from the bus halting point to home is available with the respective class teacher. This needs to be completely filled with a recent photograph of the child.

  2. Submit Two photocopy:- one with the class teacher , and the other with the school front desk.

  3. The same must be kept with the transport vendor.

This is your transport and for your comfort. Take care of it.

  • Responsibilty of PARENTS USING PRIVATE TRANSPORT

  • The School does not recognize the private transport used by parents other than the authorized transport vendors. The security and safety of the children is the responsibility of the parents.

  • However, the above mentioned rules are also applicable to students availing the hired transport.

  • The school shall take necessary action if the disciplinary issue is brought to school.

  • All the parents should also give a copy of the rules to the transporters hired by them. Parents must avoid using the transport services of vehicles not having a valid license or permit, to carry the school children.

  • The vehicle must be in good condition.

  • Sitting capacity should not exceed the number of seats available in the van.

  • The authorized driver needs to have adequate driving experience.

  • The vehicle must not be LPG operated.

  • It is advisable that parents carry out due police verification of the van driver and road-worthiness of the vehicle. Details of the vehicle and driver’s license number are to be provided to the school for the school

  • The telephone numbers of co-parents are kept by each parent using that vehicle.

  • The telephone numbers of driver and van details to be provided to the school authority(front desk).

PS: 1. An application regarding the use of the private transport must be submitted.

  1. The prescribed school application form to allow use of unrecognized transport vendor is available with the respective class teacher. This needs to be completely filled with a recent photograph of the child.

  2. Submit Two photocopy:- one with the class teacher , and the other with the school front desk.

  3. The same must be kept with the transport vendor.

CHILDREN USING PERSONAL TRANSPORT

  • Children who come to school by their personal transport should arrive at the school between 7:30-7:40am / 8:30am-8:40am to avoid traffic woes.

  • The school gates will close at 7:40 am/ 8:40am for the drop.

  • The school gates open at 12:45pm / 2:45pm for pickup.

  • No two or four Wheeler will be allowed without the vehicle sticker provided to the parents.

  • Incase of loss of vehicle stickers, no new sticker will be issued.

  • In case of being a walker( not using any personal transport) the Escort card must be shown at Main Gate of the school premises. Entry will not be allowed without the Escort Card.

  • Parents are requested to maintain decorum, and not use foul language, show unruly behavior, make unauthorized demands towards the school staff.

  • Children coming in four wheeler must be dropped from the right side of the vehicle towards the playground. This is in the interest of the safety of the child.

  • Opening the personal vehicle door by maids for children, will gradually be discontinued, as the maids will be assigned corridor /floor duties during transition .

  • Maids will be on duty near the school building to usher children towards the school building, and not escort an individual child.

  • Avoid Traffic jam and crowding at the entrance of the Main Gate, School building.

  • Priority will be given to children to move into the school building, rather than movement of the vehicles.

  • No honking of the vehicle will be allowed. Movement of the Two wheeler must be done in an organized manner.

  • Children coming in Two wheeler must be dropped from the left side of the vehicle towards the canteen area. This is in the interest of the safety of the child. Smaller children will be helped to de board the vehicle by maids on duty and not escort an individual child.

  • Children of all grades will be trained to go to their respective class, under the supervision of the school staff and sub-staff.

  • Children are under the supervision of the CCTV as well as Manual staff. Teachers have been given floor duty to be ensure safety of the child in the school building at 7:30am/ 8:30am. Sub-staff have been given duty on the corridors of the school building.

  • Parents will not be allowed at the entrance of the school building or inside the school building.

  • Two wheeler day, Car Fee day, Car Pool day, Road Safety Week to create public awareness will be enforced. Cooperation from parents is appreciable.

  • No request seeking permission to allow the child to go to friends/relatives houses shall be entertained.

  • UNESCORTED CHILDREN

  • Children who come/ go unescorted must get a written permission from parents and submit it to the school authority.

  • Children will be issued a Student Pass which must be showed at the Main School Gate to allow entry exit into the school. Students without a student pass will be sent home in the morning and parents will be duly informed of the same. Students will not be sent home without the Student Pass.

  • In case of loss of Student Pass, a duplicate must be purchased @ Rs.50/- from the front office.

  • No children must come before 7:30am/ 8:30 am and leave after 12:45pm / 2:45pm.

  • It has been observed that students do not reach home on time, after they leave the school premises parents are advised to look into the matter.

  • No children is allowed to come to school in a self driven Two wheeler.

  • Unescorted children may use a bicycle, if a written permission is given to the school authority.

  • Parking of the bicycle is at their risk.

PS: 1. An application regarding permission to be granted to go unescorted to home.

  1. The prescribed school application form to allow child to go unescorted from the school premises to home is available with the respective class teacher. This needs to be completely filled with a recent photograph of the child.

  2. Submit Two photocopy:- one with the class teacher , and the other with the school front desk.

  3. Carrying the Student Pass.

  • SCHOOL RESPONSIBILITY

  • Ensure No Transport services to be hired which does not have valid permit or does not fulfill the requisite permit conditions prescribed by the State Transport Department(RTO)

  • Ensure a valid Insurance of the school bus/ van as well as the passengers in the bus/ van as per The Motor Vehicle Act 1988 is done.

  • Ensure transport vendors provide Periodic fitness certificate regarding road worthiness of the school bus / van.

  • Ensure a valid MOU to be signed with the transport vendor/s and a copy to be given to the vendor/s.

  • Ensure a record having details of the students ferried, indicating name, class, address, blood group, contact number, daily attendance ,point of stoppage, route plan is always kept in readiness with the lady attendant inside the bus.

  • Ensure a Fitness certificate of the driver issued by competent authority ( medical checkup, eye check up )to be obtained as per The Motor Vehicle Act 1988.

  • Ensure termination of bus / van driver who has been challaned twice in a year for any kind of offence. Not allowing any unauthorized person to drive any school bus/ van.

  • Ensure driver / attendant is dressed in uniform as prescribed by the RTO along with name ID and the name of the owner of the bus.

  • Ensure no overcrowding of bus/van . As per CBSE guidelines , If age of school children is below 12 years, the number of children carried shall not exceed 1½ times the permitted seating capacity. Children above 12 years shall be treated as one person.

  • Ensure that the transport vendor gives intimation to the local police station as well as the Local traffic Police Authority clearly indicating the names of the name of the drivers and lady attendants and the particulars of the vehicle etc for police verification.

  • Ensure that the bus drivers are restricted to use mobile phone while driving the school bus/ van and bus drivers and bus staff are also restricted beyond a limit to have any interactions with the students.

  • Ensure students maintain discipline while travelling in the bus/ van.

  • Ensure that ,In case of repeated misconduct, bullying, indiscipline, foul language, disobedience by students and parents using the bus / van, a warning will be issued in writing and subsequently the transport facility will be discontinued.

  • Ensure that the vendor is periodically checked on the safety rules when the bus is in moving condition. Check whether the bus halts at designated bus stops and within the marked area.

  • Ensure that the GPS and the CCTV are in working conditions.

  • Ensure that the school buses are not parked within the school premises, unless prior permission is taken from school authority.

  • Prohibit/ Restrain the entry of bus drivers/ Lady attendants near the school building, in view of the safety of children.

  • Ensure Periodic feedback from students using school bus/ van regarding the behavior of driver/ lady attendant.

  • Ensure that the vendors teach their staff to be professional and provide in service training.(Soft skill Training).

  • Encourage students to conduct programs Car Fee day, Car Pool day, 2 wheeler day , Road Safety Week to create public awareness.
